Completion Requires: official opening/first event, full occupancy permits, and a formal completion declaration by Harris Blitzer Sports & Entertainment and Comcast Spectacor. Counts as Complete: minor deficiencies, cost overruns/delays, or minor scope changes — as long as the arena is fully open and operational. Does NOT count as complete: groundbreaking, partial/test openings, one phase of a multi-phase project, conditional permits, funding-contingent status, or cancellation/abandonment/relocation.
