Will North Dakota ban cloud seeding?

If legislation making cloud seeding for hail suppression or rain enhancement unlawful throughout the state, whether by outright prohibition or by repeal of the authority to permit it, and not merely defunding or restricting it is enacted in North Dakota before Sep 1, 2027, then the market resolves to Yes.

Enactment requires completion of all constitutional and legal requirements for the legislation to become binding law.
